• City Ordinances City Clerk's Dog Do's and Don'ts. Licensing, scooping, barking, etc. Here's the scoop on leashes:

  Leash Laws All dogs in the City of Ithaca must be restrained by an adequate collar and leash when not on the property of the owner or any other person harboring or having custody or control of the dog. Exemption: This provision does not apply to owners whose dogs are off-leash in an area established and designated as an off-leash dog park. [Note that such an area does not currently exist!]

• Dog licences The following information was provided by Joel Zumoff, Alderman, Third Ward of the City of Ithaca:

  You need to get a license from the clerk of the municipality where you live. If you live in the City of Ithaca, that location is the City Clerk's Office in City Hall on Green St. If you live outside the City of Ithaca but in the Town of Ithaca, you would go to the Town Clerk's office which happens to be located on Tioga St. within the City of Ithaca. Of course, if you live in any other town (Groton, Dryden, Newfield, etc.) you go to that municipality's clerk's office. I would assume you send the money to the same location you would go to if you went in person.

• Rabies Control So far in 2004 there have been six raccoons, four skunks, four bats and one cat from Tompkins County confirmed rabid by laboratory test.

  Cats, dogs and ferrets are required by law to be vaccinated against rabies by four months of age. Vaccinating pets is the first line of defense between people and the rabies virus that exists in the wild animal population in our community. In addition, unvaccinated cats, dogs and ferrets that contact one of the above animals may not remain with their human family, but must be either destroyed or quarantined away from home for a six (6) month period.

  The Environmental Health Division of the Tompkins County Health Department provides this series of free pet vaccination clinics to ensure that pet owners do not keep animals that could become rabid in their homes.

  All the clinics are from 7:00 to 9:00 PM. Bring proof of prior vaccination for each pet.
